I've been reducing mine because my bathroom is being remodeled. I do old school basin bathing using 2, 2.5 gallon buckets (1 rinse, 1 soap). I wash clothes once a week and that's 10 gallons in a mini washer. I can wash and rinse dishes in less than 4 gallons. Drinking I just go through 6 bottles a day. 345 or so a month, 500 would be generous.

The city finds a company that will build them and makes an HOA to take care of the infrastructure so the city doen't have to. The HOA sets rules and you sign and pay. You can't opt out because the HOA probably owns the land under your house. You may own the house but they own the land and can force you out. The city agrees to allow the HOA to operate as they please so the law and fees can go as high as they want. After about 25-30 years the houses in the HOA are now all purchased and the property values declined so the HOA is eventually dissolved and brought back into the city's jurisdiction.
