Low population towns with zero nightlife, and far enough from anywhere that does have nightlife that people just aren't out and about after 8pm, so businesses, including restaurants, close before that.
There's full blown sundown towns, then there's a spectrum of low nightlife so people will use the term to bicker about a place that doesn't have enough going on at night for them.

yes, they are now just illegal to be displayed publicly with signs or characterized as such. I'm your average Asian guy and I happened to make the mistake of stopping at one of these towns on the way to California from Texas for fuel. The town sheriff officer kept following my car until I was able to drive away outside their town's boundaries- then he turned back. I don't recommend you try to do some BS in these small towns as you can easily just be disappeared. Mostly perpetrated by their very own authorities there. The towns are so small, all business owners literally know each other or are related in some way. They are protecting some sort of community or form of business from outsiders and that is why they are so dangerous. It's kind of an open secret in the USA no one wants to talk about.

The town I lived in this former slave owning cotton farm family owned the grocery store, the drug store, the local bank, even the bar. Yeah pretty much. I moved here from Chicago initially because I had family here that let me crash with them while I finished school, and college was dirt cheap compared to the city.
