You can get incredible housing and land deals in Detroit but you have to put those properties into active use. You can't sit on them waiting for someone else to improve the area for you. Probably the best deal is where if you buy a property to renovate, you can buy adjacent lots owned by the Land Bank for $250. You can then use those adjacent lots for whatever you want. A bigger yard, more houses, townhouse, apartment buildings? Whatever you want that fits in with the zoning of that area (and even that's flexible).

The issue probably is that there's only a small amount of demand for condos in downtown and having waterfront views is a huge selling point. The two towers blocked from the river by the other two towers would have far lower value as condos, making it not worth the cost to do it.

The City of Detroit is a burnt out husk with some nice bits here and there but most people of even modest means live in the suburbs. They rarely have reason to go into Detroit itself.
