Their identity as a people was created in 1964.
Before that they considered themselves part of the Arab people, not different from any Arab in any other country. This makes sense, because they're Arabs from any other country, as much as they deny it, who moved to the land in the 20th century for jobs. So they didn't come from the sky, but from Egypt, Lebanon, Syria, etc, and they have the last names to prove it. If you look up quotes of prominent Arab figures in the region at the time, you see they're actively objecting the Palestinian identity in favor of the Arab identity. They saw the Jews calling themselves Palestinians under Mandatory Palestine, and they wanted nothing in common with the Jews.
When Israel was formed, the Jews identified with the new country as Israelis. In the 60s, the Arabs didn't see a chance of their own state, given how the land was captured by Egypt and Jordan, and how being Arab meant they belong to Arabia rather than Israel. So Yasser Arafat (born in Egypt) invented the Palestinian identity. He invented it as manipulation, to pretend the Arabs have an inherent connection to the land, as opposed to the Israelis (trying to hide the fact Jews are connected to Judea).
