A landlord CANNOT evict you without an eviction order from a civil court. They cannot force you to pay back rent, since rent issues are a civil, not criminal matter. And they CANNOT cut your utilities, water, electricity, or change your locks or whatever. That is a felony offense and the landlord can be arrested for that.

While most of the homes have a backyard detached garage and no parking. What this means is that a retired person that doesn't drive and wants to rent a house is given 2 parking spots no matter how little they need or want it. And that same rental unit if it was sold as a house could have zero parking.

Freezing rent and making tenancy boards just makes it so that landlords can't evict criminals and are disadvantaged when the price of everything else increases through inflation (utilities, maintenance, etc). Rent prices have to reflect how the system disadvantages landlords and protects the worst tenants that should be evicted. Rent controls and tenant favored laws/boards don't help with housing decent working people.
