what do you know about how logins in the internet work, just stfu. your login session has to get stored somewhere and has to be unique to your identity or everybody could just share one an the same secret to access the website. it will not be 'just over 18'. it will be your identity + are you over 18 or your entire residential status + the website you are trying to acess. this combination will have to get saved.

Theoretically, the access token provider doesn't need to know more than some random UID, pwd and a date of birth. Users will have a physical ID card with their UID and also their citizen ID. That way, it would be still possible to remove the record of anyone with judicially restricted access, while maintaining anonymity.

It can therefore easily keep track of which websites are requesting this innocuous, pseudonymous "over 18" or "under 18" bit of information on your behalf. It can then record all of these sites in the profile the government server keeps for you. And if you believe that a government would never record such data, then boy do I have a bridge to sell you.
