For a non technical user I would say firefox or degoogled chromium with AdGuard. Turn on all the option filtering in AdGuard. Ideally you would also use something like PiHole at the DNS level to filter a lot of shit out before it gets to your browser. Both of them are untrustworthy thanks to the money grabbing nature of the companies that maintain them but its not a bad compromise and gets rid of 90% of the shit

If you really want to escape the tracking networks then you need to go outside the Firefox / Chromium hegemony and block at DNS and browser level. JavaScript is your biggest enemy but its also required for most sites to function

Falkon is a good upcoming alternative but its KDE / Linux specific. The best cross platform option is Servo that I mentioned earlier but its unfinished and you really need to be a bit technical to tailor it for full functionality right now with custom blockers. Servo has features for blocking the JavaScript calls most used by trackers and malware and thats a very effective, if incomplete way to do things. However its UI is incomplete so there are not any nice friendly menu's for configuring it
