They projected their own incompetence and apathy on the Ukranians. They reckoned Ukranians being a "brother people" would not care if they were ruled by X or Y so long as they weren't being bothered. This turned out to be a fatal miscalculation as the Ukranian forces turned out to be highly loyal to the current administration and government system and the people soundly rejected the Russian invasion.

This was Putin's miscalculation. He thought he could chop away the seat of power in Ukraine without having to bomb through the actual Ukranian forces. Now why he chooses to keep up the fighting well past the point of sanity is a different question. Maybe Russia knows it's fucked regardless so may as well maximize land grabs until their fighting capabilities are entirely depleted.
