Also, income tax is a progressive tax, people who earn more pay more in taxes on every dollar over a certain amount. Everyone pays the same amount to cover a tariff.
If a working-class family has to spend an extra $100+ per a month just to eat fresh produce, and a millionaire pays the same $100+, who will end up being hurt more?

Most businesses can't just choose to give up profits by eating the tariffs. Most small businesses have thin margins, and large companies need to maintain their stock value and please their shareholders. They can't just tell their shareholders "we don't want to charge more to our consumers, so our profits are going to nosedive, and the value of your investment is going to crash, deal with it"
The supposed goal is encouraging people to buy more American goods, but we don't make 80-90% of the shit consumers need at this point. It would many years to "reindustrialize" the country and spin up all the necessary supply chains/infrastructure/manufacturing/etc to replace a majority of the goods subject to tariff
