There are several sanctions against Russia, including that their banks are mostly kicked out of SWIFT. New set of sanctions from EU incoming at end of May.
Unemployment are low in Russia. Was 2.1% last time looked, now may be even 2%. There is lack of workforce for investors.
Bank interest rate is 21%. Which means, if there are joint venture with some locals created (lets say, 50/50 shares) then for local company they need to take loan on 21%. Which makes that situation more complicated. Pretty sure no EU or USA bank will give loans for projects in Russia.

So you can enjoy your economical development and rise of salaries. As it is expected to continue. But expected that infra will turn to shit, because lack of allocated spending and workforce. Anyways, for next 5 years should be enough.

Trading the lives of working age men for some babushkas isn't a very good deal.
