The reason most rare earth elements are mined in China is that every time a company in another country opens up a rare earths mine, the Chinese government instructs their mining companies to flood the global market with whatever rare earth element the non-Chinese company is trying to mine, at low prices. They continue until that company goes bankrupt and then return to their previous prices, and they can do it because China is ultra-protectionist and has state-managed corporations which can ignore profit in order to drive non-Chinese companies out of business.

China does this so that they can maintain a dominant position in the global market and pull exactly the kind of move they're doing right now. If western companies begin mining these rare earths again, China will wait until they've invested capital and then end their embargo and dump a bunch of cheap rare earths on the market until those mines go bankrupt.
