Humans aren't telepathic. However, thoughts can be broadcasted into your brain with intrusive frequencies by uaing technology. These human players can't read your reactions though, because you have no transmitter to send anything. "Telepathic" experiences can be explained by the Noosphere, a paralocal global consciousness which you can experience. It's technically not a human being telepathic, but a human living "a matrix" where he can simulate telepathy through the Noosphere. I don't think there is a single human on this planet that has mastered the Noosphere, which leads us into it being created by NHIs for surveillance, entertainment or a form of control. Also, to add. If the Noosphere holds up, it explains magical experiences as well. The funny part is all kinds of people mythifying all kinds of esoteric paths when in reality we are just born into this gridlike consciousness system. People make all kinds of theories, falling into "current development traps" like mirroring our development to the universe and beyond. Invent a wheel, everything is a wheel. It is a real thing. I can't explain how or why it's even possible, but the results of things like Remote Viewing prove beyond any reasonable doubt that it is real.

I am also certain that, despite her version of it being purely fictional, J.K. Rowling was onto something with the concept of "legilimency", or deliberately obscuring your thoughts and mind to a hostile telepath. I am fairly certain that the basic idea of that is also possible.
