I think the popularity of cyberpunk neon aesthetics and synthwave, (which also uses the 80's retro-futurist neon aesthetic.) points to the desire in the people for the bright colorful future that would have been the natural progression from the 90's when we still had white culture.

I don't disagree. Early cyberpunk was based on novels but played on visually in things like Blade Runner which imagined a 2019 where Chinese culture had overtaken the West already. The influence of Tokyo or Kowloon or anywhere in a highly developed East, would for sure be influential on the aspirational element of 80's synthwave retro-futurism.

People didn't suddenly decide they wanted more boring cars, the paint choices were streamlined for production costs. They go by what is the most popular and after almost 3 decades we narrowed it down to blue, red, white and black. Anything more than that allocated for the assembly line is a waste.
Depending on the manufacturer, they have have it easier depending on their access to paint and shared platforms and how they make their cars. Dodge has always had goofy colors and I see lots of orange, green, and purple dodge challengers chargers and durangos.
