Typically mining firms are diversified enough to be making some profit already off existing extraction operations. They have a vested interest in maintaining market value by avoiding oversupply. Thus unless something faces considerable shortages, there's little financial incentive to open new extraction operations--the cost of daily extraction plus the devaluation from expanded supply combined will undermine any potential profit expansion.

This is why mining operations in civilized countries typically require considerable government subsidy, not because the operation itself is expensive but because the operation mainly benefits the government hosting it and not the mining company who would prefer to keep supply low and value high with existing operations they've bought into.
