The fact that the purchaser in Australia paid GST (which is their tax and is 10%) is because (like NZ) you don't get away with not paying tax on a purchase whether it was from overseas or not. It's local government policy. If there's a tariff, they pay for the good + the tariff and finally GST on that total.
And VAT is 20%, so if they were paying VAT, they'd be paying that. (Although, they often do, as VAT is often baked into the price.)

Ive sent thousands of packages to the states over the decades and the customer never gets charged GST.

I was once told that if the receiver is getting several packages per week that would trigger a customs check on their goods. As they dont want people running an illicit import business. But for order for personal use it just gets waved through.
And that advice seems to be correct.

Now they are getting rid of the de minimis limit and introducing a 10% tariff. But Im used to my customers paying double that normally with VAT which I think we both agree is the worst kind of tariff.

I'll have to double check, but I think in NZ there's a threshold we won't bother with because it costs more to collect the GST than it'll actually gather, but this is also why the govt wrote the law so the seller needs to administer the GST. It also doesn't apply to microsellers, because how the fuck are they going to chase them up to collect? But it absolutely applies to Amazon, etc.
