The problem with your scenario is that the swing value for foodstuff imports would not significantly outpace the rate that China would have to print currency to afford it. It wouldn't increase in price faster relative to the Yuan faster than their ability to print currency to buy it, because the global supply is so high.
They'd almost have a double solution where their inflationary printing solves their internal deflation issues and nets them sufficient imports to handle any supply squeezes.

We use tariffs to bring production here, or to stop them from undercutting our production, so when we increase production, we increase wealth creation, which leads to deflation and cheaper goods. Anything that strengthens your currency makes goods cheaper. Whether you're directly generating wealth without printing more dollars, or you're weakening your trade partner and forcing their goods to go down in value. But they won't here because we have tariffs, so basically life in China is going to get more expensive for the already poor people of China, while for us not much will change. Actually, things will get cheaper over time. Tariffs won't really make life more expensive because deflation will counter tariff increases.

The problem there is that they'd have a massive amount of domestic talent, even if they lost the investment capital.

In most contries the value of the currancy is set by the local econamy. In amarica the value is set by the local econamy + some % of foreign oil production (the petrodoller).

This means that the USA can import things without exporting an equal value of stuff, basically because those foreign countries are paying for it, leading to a natual trade deficit. There's not really a way of stopping that without decreasing the value of amarican currancy relative to it's trading partners enough to offset the value added by the foreign oil production.
