Not only would increasing tariffs cause a devaluation of Chinese currency they cannot afford, it would make food expensive. They can’t get it from anywhere else and they simply cannot feed themselves. The US can eat the cost of more expensive plastic from China. China simply cannot eat if they try to end trade with the US. This is why domestic food production is considered a matter of national security.
