I think a lot of those trade imbalances are "normal", in the sense that they would exist even without tariffs, so this is not a proper calculation.

Those places still do tariff the US though. To get an actual calculation of it, you should examine local supply vs demand conditions.
Also there is a distinction between Supply tariffs, which create demand in your own country for production, and Punitive tariffs, intended to compel policy in the offending country.

I think their policy to China is appropriate. But I think they were really miscalculating things with regard to certain third world countries, like Vietnam, Peru, Cambodia.....etc.
The left wing pointed out how ridiculous it was that small uninhabited islands were getting slapped with massive tariffs because they had a trade-imbalance with the US. Which is a natural imbalance that doesn't even imply tariffs.

So they were using a wrong metric to establish the tariffs.

I think you should have tariffs against suppliers, in order to create demand in your own country for production. This would only work if your country specifically was a huge consumer of the product, which the US is. But if you were a small little country without much demand, supply tariffs would be a matter of foreign rather than domestic policy.

But Punative tariffs are fundamentally different. Because you are trying to open up their imports, but you can only do so by leveraging their exports. So you are creating demand in your own country for the wrong resources which you don't even want.

For example, let's say you are producing batteries, and Vietnam is producing batteries.
You are both selling your batteries to Maylasia, but Maylasia is tariffing the US.
Ok so how do we make them drop the tariff? We tax their main export, which might be clothing.
But most of their clothing doesn't even go to the US, so a domestic tariff won't even necessarily work. But the US does have leverage over Australia, which is Maylasia's main export market. So by threatening tariffs on Australia, you can by-proxy compel Maylasia to drop their tariffs on you.
