I truly believe you can make yourself less retarded by reading good books. Pick something from before the 1900s. You’ll find it tricky at first but the expressive use of language that is prevalent in older books has a positive affect on the mind imo, and it improve your vocabulary. Also study lots of history, do it in chronological order - a crash course, and then focus on things that interest you. Learning history gives you a sense of awareness about humanity and there are lots of interesting stories to learn about. Entertainment slop is a lot less captivating once you compare it to the stories, myths and legends of humanity you have stored in your mind.
