Baseload comes from natural gas in this country. We pretty much have an infinite supply of it. Nuclear baseload was popular in the 1970s and 80s but doesn't work so well in a drought-prone country like Australia. Nuclear requires tens of millions of litres of water per day to cool and there's already not enough water for farmers.

Coal is not cheap any longer. This is why coal plants are shutting down here. China, India and Eastern Europe are all now competing for coal, driving the price up to the point where it is no longer commercially viable. Most of our coal plants will be shut down by 2030, being replaced by natural gas instead. The government is not shutting these plants down, they are shutting down voluntarily because it no longer makes financial sense to run, when coal is not cheap any longer.
