Lowering Education, birth rates, job creation, foreign investment, any and all of these things could be solved through immigration. -Adopted a "post-national" policy and abandoned most cultural and artistic generative efforts. For a hot minute Canada was weirdly a center of art, comedy, animation, independent film, and we consciously did it in an effort to resist overbearing socio-political-cultural influences from Americans. People complained about art and brain drain, but the literal moment we stopped we became "gaycold America".
-*Neglected essentially EVERY domestic consumer industry in favor of outsourcing it to either American companies or half a dozen monopolies. There's 3 telecommunication companies, 5 grocery store companies, and less than a dozen Canadian fast-food chains, in the country. Everything else is basically an American franchise. It's grim. There's zero competition.
*Neglected essentially EVERY other foreign import market to the benefit of Americans. 86% of Canadian imports just go to America: petroleum products, aluminum, lumber, baked goods, car parts, etc.. See how all of this is benefiting us now.
-The government decided it would be really super cool to turn housing and property values into a speculative commodity (like gold or silver), sell it to foreigners, and also invest some of the public pension into it. This created not only a housing crisis, but an infrastructure and a domestic investment crisis: land is too fucking expensive to build anything on and the only approachable "investment" people have is buying property from one another.

Stop letting so many people in. If that means reducing or removing quotas, signing less migrant labor deals, so be it. Canada is *super special* in that unless we physically transport people here we won't have an immigration problem. There's nearly a 10% unemployment rate in Canada, surely some of them would like a job.
Nationalism and Cultural issues.
Trump is ironically doing most of the heavy lifting by simply being a bad neighbor, our responsibility now is to capitalize and maintain that momentum. Remove the social equity limitations on government art grants and reinstate the liberal experimental ones we had in the 90's and 80's: cartoons, novels, independent film, television, put some money towards a publicly available online streaming service for Canadian content for Canadians. Perhaps experiment with a Canadian social media platform.
Domestic Consumerism and Exports
Again, Trump is already doing the heavy lifting, we just need to ride the wave: invest and subsidies any project that will make it easier to ship goods out of Canada and into Asian and European markets, remove inter-provincial trade barriers, remove the carbon consumer tax, provide lenient small business & student grants as well as student loan forgiveness to Canadian nationals. If foreign countries want our coal and oil they should be able to purchase it, if Canadians want to start small businesses or pursue education and training, money and restrictions shouldn't be an obstacle.
Housing
The bubble has to pop. This is a capacity issue: restrictions must be severely reduced and made consistent, "one check, one approval", old houses must be torn down, new houses must be built, capacity and infrastructure must expand, and the housing costs lowered to nothing. This will also rectify some of the domestic consumer problems by lowering the cost of building infrastructure, owning and renting, and make it more appealing to invest in things not fucking housing

I didn't have room, but: The other footnote I'd add is If Canada is going to continue being a 1st world country, that has modern 1st world infrastructure, services, technology, institutions, industries, etc.. And not just drift off into obscurity as we become progressive less competitive and poorer; we desperately need to lower the cost of energy.
The price of energy is what bottlenecks the development of a modern country: whether that be energy for high-end manufacturing, refining goods, or processing data services & managing digital infrastructure. I don't know what that looks like, atm, since energy is so (relatively) cheap in Ontario and Quebec due to hydrothermal power (which is geographically determinate) and a few nuclear power plants (that were built in the 70's and 80's). Even the people complaining about immigration, DEI requirements, or improperly implemented transgender rights (men competing against women, doctors cutting off penises, HRT for children) should remember all these policies were passed to Canada by soft mandate (but still a mandate) by progressives FROM THE USA. Canada didn't create these concepts and there was no vote from Canadian citizens on any of these matters. All these things were concocted in the USA, who is now ironically going back on these progressive policies leaving the countries that bought in to them as the remaining champions of those causes.

Fun fact: when the Ministry of Finance killed Income Trusts while Mark Carney was there, the one flavour of Income Trust they did not kill was the Real Estate Investment Trust (REIT). We see the effects this has had on the housing economy.
