Easy quick steps would be converting German car-factories to defense-industry, stop ASML from exporting to the US and build EU-chipfactories instead, buy the IT-hardware from China, Japan and Korea, develop openSuse into a EU-supported operating system. Email and cloud can already be locally hosted so no need to use US-companies for that.
