That's simply not true. The court system operates as a multi-head hydra that rules on the constitutional issues of laws and actions. There isn't some hierarchy to it where only SCOTUS gets to rule on presidential or congressional actions that run afoul of the rule of law.
If that was the case you would not see laws shot down in the courts. Trump can't strip a person of their constitutional rights to due process. Even current SCOTUS ruling on this said the government must give sufficient notice to immigrant detainees to allow them to contest their deportations
