The point of Retaliatory tariffs is to prevent the possibility that tariffs are used to damage an industry. One nation uses a tariff to tax the importers of goods and then would simultaneously subsidize their exports in order to try to get people in the other nation to prefer the foreign goods while their industries cannot sell nearly the same amount of goods.

The problem with tariffs now is that its too late. The US doesn't have the industry to be anywhere close to self-sufficient and we are dependent on imports. Tariffs would have been the right answer 40-50 years ago. They are not the correct answer now
