But what does cheap mean? American workers are paid in USD and Chinese workers are paid in Yuan. There has to be a way to bridge the two currencies, and we do that with foreign exchange services.

If the Yuan is weaker than the USD, then Chinese labor is cheaper than American labor. People will buy the Yuan for the cheap Chinese labor. Naturally the demand for the Yuan will increase it's value until it's no longer weak or too strong to the USD. People will stop buying the Yuan and buy the USD for the now cheap American labor.

Since the Chinese economy relies on exports and cheap labor. It will devastate the Chinese economy if the Yuan becomes stronger. That is why the Yuan is pegged to the USD, to maintain it's cheapness.

It's simple arithmetic, really.
