What is there to negotiate? Trump wants to re-balance the trade balance not end tariffs since most countries have been open for zero-to-zero tariffs. Re-balancing the trade balance is not something you can demand, especially if all you make is shitty cars, goyslop, guns and jew-infested movies full of niggers which the rest of the world don't want.
He's trying to isolate the states. It might actually work since every nation is in debt to its citizens at the moment too.
