Libraries have become completely unusable, you go to read a book and you end up harrased by 5 mentally ill homeless druggies.

On my own experience when I was homeless for a couple months, 70 percent of homeless are druggies and alkies and the other 30 percent are just mentally ill.
People can only get away from drugs when they decide to themselves, I think allowing access to programs to get them off the street and get them into rehab camps to totally separate them from any drugs or substances for months whilst also teaching them skills and trades to set them up for work after they get out would do the trick.

At some point last year a “friend” got in a physical confrontation with a homeless junkie who pulled a broken bottle on him and ended up kicking the junkies head into a dumpster with a pretty audible thunk, the kind of sound you hear when skull connects with metal, and left him there fucked up and not moving. He wasn’t there in the morning but looking back my “friend” knows he couldn’t have left on his own.

super rare I was one of them myself, I knew two people like that and my best advice to those people would be to never get near the other homeless, and to never mention to anybody they are homeless and to get a job doing anything as long as they get steady cheques.
Honestly man if you have a car or vehicle to sleep in its the same as owning an apartment asides from the lack of kitchen. But thats pretty easy to go around since most grocery stores sell hot ready meals for the same prices you would spend buying the things to make it.

We can use abandoned military bases. They can be set up like a low security jail and staffed by the local sheriff's department. Communities already have laws against vagrancy, public nuisance, intoxicated in public. Judges simply send vagrants to this low security jail. The inmates would have shelter, running water, electricity, cafeteria. They could be provided with medical, dental and mental health care for less than what current democrat cities are pissing away on their programs.
The fact that this solution will cost less than the current feel good projects so commonly implemented is precisely why it will not be done. Crooked politicians enrich themselves on soft social projects with no accounting, no measurable performance metrics or accountability.
