The type of person that gets rich in our current society is usually a complete piece of shit that needs underlings to exist. If it was fully automated they'd lose their minds.

Those who would make such a city would require sophisticated organizations of intelligent people dedicated to design, material procurement, logistics, and maintenance. Those people need to have the opportunity to train for such roles, and the motivation to carry them out. Getting those things requires true power, not debt shuffling or contracted committee funds. It is the energy expenditure required by any attempt at a large scale change in the direction of labor.
More importantly, utopias require labor to maintain the quality of life for its population above scarcity level. Billionaires and pharaohs would not be willing to suffer an entire city populated by people irreverently benefiting from the same labor that was struggled for control over, when they could instead rule over a city built mostly at someone else's expense, from within a much cheaper castle with a much more convenient hierarchy. The more people who are desperate for a portion of the resources that the one in power controls, the greater their power becomes, and the desire to maintain and grow that power is the reason they are in that position to begin with.
Even beyond the issues of the power and personality needed for such a city, ask yourself why this time would be any different. You've had every landmass on Earth to work with, containing any climate and geography at any distance away from any other landmass. I don't see any utopias. Perhaps a few castles here and there, but none entirely safe from kike rule.
Perhaps if you make it to space and pray hard enough that the devil stays on Earth, you might have a chance at your utopia.
