Its because GPUs are the most expensive chips to make, measured in wafer surface area. Making AI chips, server CPUs or even regular CPUs are far more profitable, so GPU wafer allocation is minimal.

Manufacturing affordable, consumer-level goods in the US is extremely difficult. "Nvidia supercomputers," which can have multiple AI-focused GPUs in them that cost $30,000 a piece, aren't affordable consumer-level goods. They're enterprise solutions for corporations. You dumb fuck.

The Blackwell chips manufactured at TSMC Arizona are likely the Blackwell Ultras, built for the sort of cards I mentioned above.

This is why a shitty entry level 5060ti is going to cost $499. Nividia also gimps its consumer cards by restricting the memory size and AMD does the same, so they do not cut into the market for professional cards (which have the same GPU. Chinks are taking consumer 5090s, desoldering the cpu and memory, and recycles the components onto a new PCB, with 3x the ram.

AMDs 90x0 series are entirely consumer cards afaik and they are still on marginal allocation. AMD makes far more money on making server and consumer CPUs on the same production line. The GPU shortage will persist until 2028 or so when Intel and Samsung finally has gotten their factories working.
