When person loses fat, it usually loses it even-ish from all fat cells. You kinda can to an extend to target it, by heating specific area, or by massage. But there will be limited results.
By doing more ABS, there grows more of muscles in that area, and it kinda might "stretch" fat tissue, making appearance changes. Still, result will be smaller, if overall bodyfat level will not decrease.
