You need to tax childless women like 10% and then childless men 5%, perhaps even higher depending on age and tax bracket.

Once that is done perhaps create tax exemptions for people with children and also create social programs to pay for women to be stay at home mums, if a woman is paid the average earning wage to be a mother the financial burden will be fixed.
You could also incentivise famiy units this way in regard to combating single motherhood, laziness,corruption, abuse etc since you again have control over wages, women will inevitably become more feminine and less combatitive.

With all this and a combination of banning "reproductive rights" contraception etc you'd achieve a high birth rate easily, the only problem would be balancing the budget and the wrong person getting elected, but these things are always problems regardless.
