If that were the case, the entire northern coast of Africa would be as lush and green as the mediterránean coast. Geography, wind direction and speed, the presence of condensation agents and other stuff will directly affect cloud formation. If you don't do it right and run a gazillion simulations to check if this idea is good or not, you might end up with a dry coast sending water to areas where it already rains and flood them, or end up with swampy fly-ridden saline ponds due to water filtration and evaporation, and a much worse scenario than before. If Australians need that land it's probably better to search for underground water, dig for wells and build canals as required

I can't really comment much on it because I don't know much about it, its ecology, or even the ecosystem you'd want to create beyond bringing cute ducks to the world. The challenge is soil and weather conditions, soil in particular is hard because you can't just dump a bunch a bunch of dirt and seed, and expect the desired plant life to grow, every part of the desired ecosystem has to be transplanted in working order, at scale and simultaneously, or it will simply collapse. It's very similar to farming, you can't grow just anything anywhere, soil PH, rainfall, wind and even the consistency of the soil itself comes into play. Much of Europe for example is used to old growth forest providing top quality soil and substantial growth holding the soil down against wind where it isn't protected by natural mountain barriers.

For an example of bad soil management, see 20th century America's attempts to scale up agriculture after the development of the Haber-Bosch process in the 1930s, precipitating The American Dust Bowl. The fools razed so much of the existing plant life that winds just lifted the top soil right off the fucking ground.

We've effectively been doing that for over a century, albeit with Australian natives. It helps hold the top soil better during flash floods and slows evaporation, but it's not magic and you have to create an entire ecosystem from scratch for any of it to work.....and then fires just rip through it all.

But again ultimately you need mountains, everywhere that is green in Aus, Argentina, South Africa etc is because of mountains, that's the last piece of that ecosystem puzzle. The major question, is how to restart the growth of major forests on this large idland.

To re green deserts you need human involvement since the natural succession of the area was reduced to desert environment. You need to build up topsoil that allows for water to remain in the ground and be usable for plants that in turn start to keep the soil together. The only hightech involved in such an operation would be desalination plants while the rest can be done by low skilled workers.
It doesn't bring in any big tax or gives politicians power of the behavior of their citizens so it will likely never be done in the scale needed to work.

A siphon only works on area circled, yet it would work. The ram pump can move huge volumes of water over mountains and flood as shown in the image.
