It makes for nifty speculative science fiction but what's actually involved in creating a weapon designed to wipe out life on other planets hundreds or thousands of lightyears away? If we covered EVERY square inch of the surface of the Earth with 100% efficient solar panels, we could generate a grand total of about 5YJ (5E24 joules). That's a LOT of energy. And if we took ALL of that energy and channeled every single joule of it into and RKV, we could launch a projectile at another civilization with the approximately 100X the equivalent kinetic energy of the asteroid that wiped out the dinosaurs 65M years ago - a guaranteed planet killer. Of course, you can't just fire once because even a microscopic deflection means a miss; you'd have to fire thousands, millions to guarantee hitting your target. That means dedicating effectively ALL of the resources of a solar-system-spanning civilization for centuries or millennia to facilitate such a massive bombardment of another system.

And for what?

The last few decades of astronomical research has revealed that there's no real shortage of any valuable resource in the galaxy, and that habitable worlds are, if not plentiful, then at least common enough to support far more interstellar civilizations than are likely to cohabitate a galaxy our size. There's nothing to compete over, so the only reason to ever wipe another civilization out is the vague existential threat they pose - except any civilization with the resources to wipe us out can also figure out how much easier, lazier, and less risky it is to just ignore us or leave us alone.
