You'd need a working mast, but I expect a lot of cellphone infrastructure has a battery backup to keep it running through short outages and some of it has its own generators. Especially with the recent ESG/net-zero push leading to a bunch of companies trying to set up their own renewal energy systems.
Also, landline connections are a semi-separate power grid - while the telco datacenter needs power to run, there are a lot of places where the power for the telco/internet wires to your house and the mains power from your house come from two different places.
