I'm just going to go ahead and toss out the places with completely fucked state governments- CA, IL, the entire North East, WA, OR, CO, etc.
Midwest- decent laws, good demographics, poor boring gay natural landscape, harsh winters, no beaches etc.
Certain areas of the South West have a beautiful landscape, and I actually like the climate but they are a fairly long way away from the beaches and I imagine once you get past the initial appeal of being in the desert biomes it gets old fairly fast. The laws there are hit or miss. Poor demographics, a ton of mexicans etc.
The Gulf Coast Southeast. Interesting plant life and wildlife, close to the Gulf tropical beaches, greenhouse climate with a few hard frosts in the winter. Cons are the heat bugs and it is totally flat. Terrible demographics. The laws there are probably the best in the country.
Rust belt, decent landscapes and lakes etc., harsh winters, no real beaches, decent demographics in many places, laws are just so so.
If I had to choose a single worst state in the US it would probably be New Jersey, Minnesota, or Illinois. If I had to choose the best it would probably be Florida, North Carolina, or Idaho. Florida is definitely hard mode, but the laws are good, it is interesting and bizarre, tropical beaches, cool landscape, etc.
