There are little padeyes throughout the deck for attaching hold down chains.
Of course you have to take the chains to move aircraft, so there are times when they aren't secured to the deck.
High winds could have been a factor, not just waves. Lots of other mechanical or human errors could have occurred though.
It's also worth considering that even if the crew was 100% white, in 2025 it's going to consist largely of zoomers who can't figure out a can opener.
