You can't just plug photovoltaics back in when you don't have the regulation, transformers and demand in place, or you'll fry the grid.
Petroleum turbines will always be the default backup solution because they're reliable, simple, and have energy dense fuel that can be stored for emergencies, but running a grid on them is idiotic.
