Re-read the court documents, the situation is even stranger than most people on either side recognize. The stay on deportation restricted him from being removed to his previous country of residence, Guatemala, due to fear of reprisals from rival gangs. Neither of the withholding orders restricted his deportation to any country other than Guatemala, and especially did not restrict deportation to the country of his birth El Salvador, which is why this administration went forward with it.
