We've had them in Britain for years, it's a clever piece of kit that auromatically checks the number plates of cars (even if in opposite direction) . . if it's untaxed, uninsured, no MOT, etc. it flags up on the coppers system and they can pull it over.
The other thing with this system is, they can attach 'markers' to certain cars, if they have a history of drugs, theft or a violent driver.
