Southeast Asia has been absolutely awful ever since COVID ended. I've been traveling to Southeast Asia and even living there on and off again since 2015. Had a girlfriend and even at one point considered going all in on buying a condo in Bangkok and purchasing an Elite Visa for Thailand back in 2019. Have also spent long periods of time in Vietnam and Indonesia. Thailand and Vietnam are what I'm most familiar with. Here's the run down on at least why Thailand is an awful place to live and even visit in the post-COVID era/2025:

I worked in Hawaii for a number of years, and yes, it is retardedly expensive. To be fair, there is plenty to do in Hawaii for borderline free (eg barbecue on the beach) and there are great experiences to be had, however the cost of rent and especially the ridiculous state income taxes if you work there will absolutely eat away at your savings/income. Also, the free fun at the beach is grossly hampered by the fact that with Hawaii being a US state it is still technically illegal to enjoy a beer at the beach in public if you wanted to have a barbecue or outing with your friends, though plenty of people still do it it sucks just having to paranoid like that when you are just trying to relax. Should also be noted also that everything in Hawaii closes super early and there is basically no night life anymore, so if that's your thing it kinda sucks in that regard these days.

Last time I was in Da Nang was 2023, your financial goals are definitely do able, I'd say budget for about $500 a month for a decent one bedroom/studio depending on location, staying close to the beach should be do able still. With rent out of the way, everything else, even eating out every night, will be quite cheap.
English is not an issue at all, all locals speak it to some degree, and young ones especially speak it very well, and even better than in Thailand. Biggest issue for you is going to be the visa, for which is something I cannot provide much info on for Vietnam. Gaming tourist visas seem to be the default for most expats, business visas are probably obtainable but last I heard you are not allowed to pull any money made in Vietnam out of Vietnam, something to consider. That being said, investing in a bar is a dime a dozen idea that most expats try and fail at, but you never know- go over there and get a feel for the place before you jump head first at investing in anything. Check for taxes on foreign earned income or income brought in from overseas, not sure what Vietnam's rule is, but Thailand is going after this now hard. My biggest issue with Southeast Asia and especially Da Nang is the demographic change occurring with the god awful lowest common denominator of tourists, gone are the days of being the only tourist around with friendly locals that are happy to make your acquaintance and now replaced by hordes of the worst of the worst instagram clout chasers and social media influencers with locals who are getting more and more jaded by these tourists with each passing day. Try visiting and vacationing first as a regular tourist and see if you like it before making any drastic decisions.

Keep in mind also though that prices in Southeast Asia and in bottleneck tourist areas like Da Nang are increasing rapidly due to post-COVID inflation, and if the Dollar continues to fall its only going to get worse. Just because you may find Da Nang cheap and within your budget now doesn't mean it will be even in the near future. Things could be drastically different in just another 5 years at this rate of change we've seen and all the volatility with global trade issues ongoing right now.

Something under the radar, preferably online or something professional.

When i was in Da Nang probably 2017 it didn't seem like a place I'd want to stay long term.
The city wasn't much, a few decent bar areas.
The beach front big and empty with a massive dual carriageway separating it from new big ugly hotels and most of the tourists were Chinese.
There was a nice little old town nearby but it was an awkward tourist trap.
Nothing really going for it, except it wasn't too expensive and there was some nice food, better than the food in Thailand, but generally ugly and a bit boring
