When your population is poor but suddenly a room for opportunities opens and people start to afford more than they did before, people begin to shit out kids. And on the other hand, if people go from one job being enough to feed a household to it not being enough, the confidence in the future security plummets, no matter how wealthy people still remain. It's all relative conditions, and if everyone is overemployed and overeducated, then there's no room for growth of quality of life for anyone.
