Ukraine needs a guarantee that Russia won't invade again and anything short of a defensive alliance won't cut it so they refuse current proposals.
Russia doesn't want Ukraine to join NATO since that would result in a geopolitical failure. Ultimately the war would have strengthened NATO more than Russia in that case.
Both sides poker higher than they realistically can but that is normal for peace talks.
If the NATO membership issue remains unresolved then this war can very well go on for another few years.
