I've been to quite a few "luxury" apartments for work and the 20% of units and while I can't confirm if it goes to "friends" or not, it certainly goed to people you don't want to live around. Basically homeless and ghetto people who are extremely trashy. I spoke to one asking how they could afford to live here and she said she won applied and won a lottery to get the unit, city pays the bill for her. She would literally haul a cart full of trash and cans into the building to take back to her unit.

It might lower the cost of housing. If people can afford $1000/month, but the government says "we'll chip in to the tune of $1200!", guess what? The price of an apartment goes all the way up to $2200. If suddenly government doesn't give a subsidy, the price may go lower back towards the natural price of $1000.
