The passport card is kind of like that, but it would mitigate more of the problem and render state ID/DLs as a secondary form of ID, since you don't have to even be a citizen to acquire one at times.
Real ID doesn't always stop those things from happening, and it's not considered to be proof of citizenship on the federal level unlike a birth certificate or passport. (and at times, an SSN card)
It would be nice to have a mandatory secure document that covers all the requirements that those things mentioned above are intended to do, because a lot of people struggle with missing or destroyed ID documents that make it a hassle to proof their identity and citizenship despite being born on US soil and living nowhere else besides the US.

More states have inspections than 3. That is covered by practical reciprocity agreements and is the only single thing that is "allowed" because of a weird legal quagmire that exists . What does happen though, is most of the time you don't have a valid state inspection your registration/plates aren't good either after so many days. The inspection and registration are also usually tied together. Same thing for insurance, reciprocity agreement and informal commonlaw means your insurance minimum for your state's registered vehicle will be waived as a criminal infraction if it doesn't meet the other state's minimum but you WILL be liable through civil judgement for the difference. You also need a valid driver's license, or something in lieu of that recognized by the state. And no by becoming LE FEDERAL CITIZEN that doesn't exempt you from local or state laws. These are edge cases and usually never come up because most violators are illegal in their home state as well.
