Why Talk of Changing the Budget Rule Emerged
Since the beginning of April, prices for Russian oil have significantly dropped: on April 10, Urals fell (tass.ru/ekonomika/23644593) below $50 per barrel for the first time since June 2023. The Ministry of Finance has already lowered (rbc.ru/economics/30/04/2025/6812652b9a7947efca2f3469) its forecast for oil and gas revenues for 2025. It is expected that the budget will not receive 1.8 trillion rubles in oil and gas revenues, and a return to using funds from the National Wealth Fund (NWF) to cover the deficit is possible. The average oil price in the forecast was set at $56 instead of $69.7.
At the end of April, the minister said (rbc.ru/economics/23/04/2025/6808d1099a7947e9318540c8) that the oil cut-off price of $60 per barrel "does not meet the challenges of the times" and called for adjusting the budget rule to minimize external risks in the oil market. Bloomberg sources reported on May 6 (thebell.site/rossiya-peresmotrit-byudzhetnoe-pravilo-bloomberg) that authorities were discussing lowering the cut-off to $50 – especially in the case of persistently low oil prices.

After revising the parameters, the total budget deficit in 2025 is set to grow to 3.79 trillion rubles, or 1.7% of GDP.
