1. Singapore officially promotes multiculturalism, but the immigration authorities have an unofficial policy to maintain majority Chinese (the quota is 70% iirc). If you're brown, good luck getting permanent residency/citizenship. In fact, the moment Singapore becomes majority Malays is the moment I'm leaving.
2. High salaries for public officials means low incentive to be corrupt. Low corruption means money can actually go into infrastructure. Yes, there's flashy buildings like our airports but what's important is there are always maintenance or upgrading works on our roads, utilities, and facilities. That's why there's never any power outages, the roads are nice, etc.
3. Low taxes for foreign companies + plenty of incentives for them to start businesses here.
4. We don't have any natural resources like oil or gas, so people become our resources. Therefore, high emphasis on education etc.

Now Singapore still has problems. Birthrate's in the shitter, cost of living is rising, etc, but it's the same thing happening everywhere. But it shows that a system could actually work so long as there are no subversive forces trying to undermine it.
