1. Settle disputes
2. Protect the reigning power structure
They do this by picking and choosing whatever precedent that most closely matches the needs of the power structure. For most Constitutional questions, over centuries, there has been a judgement in favor of any position to pick from. The judge picks one or more historic rulings to support the ruling he believes best represents the interests of power.

In reality the “law” is just a formalized ritual, like a Phoenix Wright trial. Sometimes upsets happen if the judge wants to support one power center over another for whatever reason, but for the most part their rulings can be predicted by what serves the prevailing power structure. In this case, that is the Democratic / leftist bureaucratic state. If a judge rules against it in certain cases, it’s only because they want to preserve that power in the Executive branch for the future, even if it goes against the immediate wishes of the ruling power bloc — therefore the courts have upheld Trump’s power to fire individual Federally-appointed individuals.

The courts may fall either way on Tariffs. On the one hand they want to be able to let the President attack countries economically and don’t want to harm that power being used in the future — for example, what if Germany elects a right-wing government? On the OTHER hand, there are huge amounts of power in the ruling bloc which want to keep the free trade / debt-spending process going — BUT also a significant part of the structure which wants to generate revenue because the country is going broke (this is the actual purpose of the tariffs). The judge will have to weigh these different power sectors and decide which one’s needs are most pressing / important. What it WON’T be is legal review of whether or not a President can impose tariffs in his capacity of President — that’s completely irrelevant. I mean, OF COURSE he can, but that’s meaningless.

In many cases, the Supreme Court chooses to let the lower court's ruling stand, and won't hear the case at all.
