On April 30th, the Russian government submitted two draft laws to the State Duma – on amendments to the Criminal Procedure Code (CPC) and to the federal law "On Banks and Banking Activity." These documents supplemented a government bill on amendments to the law "On Communications," which appeared back in December 2024.
All three draft laws are intended to simplify the fight against crimes related to remote theft and subsequent withdrawal of money. The explanatory note to the amendments to the CPC stated that such thefts account for more than 80% of all crimes "using information and telecommunication technologies." The total number of the latter in 2023 was estimated at 677,000, and the damage from them – at 156.5 billion rubles.

2. How did the authorities decide to simplify the fight against fraudsters?
By allowing extrajudicial blocking of bank accounts, electronic money, as well as advance payments for mobile communications for up to 10 days. Investigators and inquiry officers will be able to apply these measures at their discretion. Suspicion that bank accounts or advance payments of specific subscribers were used in criminal activity will be sufficient for them.

3. What do mobile communication payments have to do with this at all?
Criminals use such payments as one of the channels for the rapid withdrawal of stolen money. They top up the balance and then terminate the contract – and the communication operator pays them the remaining funds on the account.
Amendments to the law "On Communications" additionally allow mobile operators to pay out the unused balance of funds not immediately after the termination of the contract, but within 30 days.

4. If a court order is not required, who will control the investigators?
Formally, investigators must secure the support of the head of their investigative body, and then notify the prosecutor of the decision within 24 hours. Inquiry officers must immediately obtain the consent of the prosecutor.
