Think of it like trying to fill up a water tank that is in use, and you lay in a brand new pipe and say now we can fill this tank but it doesn't fill. That's not because the pipe is not working it's that you undersized the expansion pipe to meet the actual demand.

There is some diminishing return on that, but in general if you added a lane to every road in the country right now things would've improved as far as it goes. This is however a kind of a side point because there's more important think to talk about.
Induced demand also works on public transport - make it any better and the cities will become more dense, making any improvements cause overcrowding, which will necessitate further improvements which will bring more people in. In the end the issue is that the modern society operates in a way that is unmanageable for the scale we're trying to make it run.
You cannot have giga-metropolitan areas where people are meant to do constant job hopping without transport issues, whether it's congestion or shit public transport. If you look how cities reduce the amount of cars in them it's the most ass-backwards thing you can think of, the attempts to improve public transports bring very meagre results, so instead of that they're making it annoying to drive a car.

After a certain transport density the flow mechanics of cars are simply going to be such that they consume space faster than they increase capacity by widening with roads due to driver reaction times, physical density, modalities of how the traffic will tend to flow in surges and more.
It's similar to the rocket payload problem, once a certain threshold is reached the system inherently becomes unscaleable and gains weight faster than thrust and can't get off the ground requiring new technologies or a different approach or changed requirements.

The only cities in the US with bad traffic have very large population. Cities in the 500,000 people range generally don't have bad traffic unless they have a river with only 1 old bridge.

Greater Los Angeles has 18 million people. 18 million people = massive dedication for transport which will always be stressed no matter how good it is during peak.
Paris has 11 million people and has terrible traffic and transport. It takes an average twice as long to travel the same distance in Paris as LA. Paris has an average speed of about 35km/h while LA has an average speed of closer to 70km/h.

You want to fix traffic? Make everything you need to live accessible in your community (e.g. markets, retail, schools, work, entertainment, etc.). Cities, especially walkable/bikeable ones, used to be the answer but they built highways that killed that so people could spend hours in traffic to live one place and work another. They have added extra lanes and it literally does nothing for congestion. The problem are the people driving. Have you ever seen water flowing down a pipe all of a sudden no longer flow? Traffic should be like that but its not because its the stop and go drivers who cause the congestion. One bad driver on a stretch of freeway can cause congestion leading to an extra 5 minutes of driving.
Elon, while driving in LA, got the idea of The Boring Company as a solution to that problem. The idea is you create a non stop flow of traffic that elminates the human element.
