If Ukrainians aren't willing to negotiate now, there's no reason they'd concede anything during a ceasefire. The only way to force Ukraine to the negotiation table is to increase pressure in the battlefield. An unconditional ceasefire would only make the war longer by allowing Ukrainians to breathe, recover from their losses and come back stronger.

The EU is basically telling Russia "stop winning or we'll sanction you".
